I didn't even realize that this was going on right under my nose. So I did a little research for you.
There is a position in this Administration called "Chair of the Council on Environmental Quality" We'll call it the "Environment Czar". This position was actually Confirmed by the U.S. Senate, and the Czar is:
NOAA’s Jane Lubchenco.
She is associated with "Science Czar" John Holdren and both of them are outspoken advocates of legislation to curb greenhouse gas emissions and impose cap-and-trade measures on Americans.

So anyway, to make a long story short. There was a task force set up to determine steps that should be taken to ensure the protection of ocean, coastal, and great lake ecosystems and resources.

The head of this task force is of course Jane Lubchenco.

The problem is that they are no longer accepting public input on this issue. Probably because it was all input like: "Hey you can't do this because my life depends on fishing" or "The fishing industry employs thousands of people and contributes millions of dollars to our economy." That's not important... Let's just make sure that no one harms any dogfish.
I don't know what will come from all this, but I've given you the best information that I could find. If Mr. Obama uses his executive powers to do this I would be shocked to say the least. I will keep my eyes on this issue and if anything changes I will update this post.
